Bookkeeper

Background
The purpose of the USAID / Fiscal Reform for a Strong Tunisia (FIRST) project is to provide technical assistance and capacity building to key Government of Tunisia (GoT) institutions, particularly the Ministry of Finance (MOF), to strengthen the fiscal foundations for sustainable and inclusive growth.
FIRST will help the MOF develop the capacity to formulate sound, predictable, and fair revenue policies.
It will also support the MOF in modernizing tax administration and enhancing its ability to effectively, efficiently, and transparently carry out its revenue collection mandate.
Lastly, it will strategically assist the GoT to use targeted analysis to advance key policy reforms that enhance efficiencies in government administration, improve the targeting of social spending, and increase fiscal space for priority investment and service delivery.
The Bookkeepers is responsible for assisting the Finance Manager with all financial accounting operations of FIRST’s field office transactions in compliance with USAID regulations and the contract between USAID and Chemonics International.
The Bookkeeper will adhere to and act according to the Chemonics Professional Code of Ethics (“Living Our Values”) and will make the principles of the Code a part of the project’s culture and standard operating procedures.

Principal Duties and Responsibilities
The bookkeeper is responsible for:

• Receive payment requests and perform an initial review of supporting documentation before giving the payment request to the Senior Finance Manager.
• Inform the Senior Finance Manager of any missing information or potential errors with supporting documentation provided by the procurement or the operations team
• Write checks and arrange for delivery of payments/checks in collaboration with Senior Finance Manager and Operations team
• Prepare Monthly Bank Reconciliations and ensure that reconciliations are filed, recorded and shared with the home office and accounting firm.
• Assist with the Bank Transactions and facilitate and assist with any follow-up on transactions with the bank.
• Assist with liaising with CAA Firm for the recovery of receipts related to legal payments as per Withholding Taxes, CNSS, contract registration.
• Assist with the preparation of the monthly payroll time recap for the accounting firm.
• Ensure that all vouchers are completed, recorded as paid, and that all supporting documentation (bank slips/copy of checks) are attached for record-keeping.
• Scan supporting documentation on a monthly basis and ensure that all documentation is shared with the home office and accounting firm.
• In collaboration with the Operations Team, support the maintenance of the project inventory to ensure that the value of all items booked in ABACUS under inventory accounts matches with the total value indicated in the inventory report, and document the location and working condition of all inventory procured under the project;
• Under the guidance of the Senior Finance Manager, follow-up on the settlement of advances provided to employees, send reminders to submit expense reports, and record all settlements in the system.
• Assist with the preparation of monthly Accounting/Operation meetings and related tasks.
• Assisting with preparation for External or Home Office audits.
• Perform any other tasks assigned by the Senior Finance Manager, which are consistent with this scope of work, and the general requirements of the project.

Reporting
The Bookkeeper will report to the Senior Finance Manager.
Working Conditions/Duration of Assignment
This assignment is based in Tunis, Tunisia.
