Job Placement and Career Center Specialist

Responsibilities
In order to ensure the success of the USAID Tunisia BRCP II and fulfill EFE-Tunisie’s responsibilities under the work plan, the Job Placement and Career Center Specialist will carry out the following responsibilities:
• Lead efforts to establish or upgrade 70 4Cs with the tools, capacity, infrastructure and resources they need to become modern career counseling providers.
o Supervise regional workforce advisors in providing capacity building support to new and established 4Cs, including the following activities: formalizing and operationalizing steering committees, encouraging standard director selection criteria, providing coaching to directors and other staff on effective private sector engagement strategies, developing operational plans, budgets, and fundraising strategies, and designing annual action plans to meet the unique needs of their student populations and potential employers in their area.
o Ensure 4Cs receive adequate IT capabilities and systems infrastructure to efficiently deliver career counseling services.
o Oversee training of 4C trainers on delivering workforce readiness training, conducting private sector outreach, IT skills and student coaching skills.
• Lead efforts to develop relationships with private sector representatives to facilitate fund raising and sponsorships for 4Cs.
• Work with data collection specialists to install a management system in 4Cs to track data on employment outcomes and services.
• Collaborate with National Employment and Self-Employment Agency (ANETI) to place university graduates in jobs by conducting outreach to private sector partners and establishing work and internship opportunities.
• Other duties as necessary.

Qualifications
The Job Placement and Career Center Specialist must meet the following minimum requirements:
• Bachelor’s degree required; Graduate degree in education, economics, international development, or other relevant or equivalent field preferred.
• At least five years of experience in workforce development, career services, or job growth related programming.
• Excellent interpersonal skills, excellent communication skills (verbal and written), resourcefulness, flexibility.
• Full professional proficiency in French and English languages required; Arabic language proficiency strongly preferred.

Preferred Qualifications:
• Prior experience working with USAID and other USG funders.
• Familiarity with Tunisia and the economic context of Tunisia.
