OBJECTIVES OF THE PROGRAMME :
The European Commission (EC)/WHO project aims at supporting the development of health systems in Tunisia based on the values and principles of primary health care that include among others universal coverage, equity, social justice, community involvement and patient centeredness and through broad policy dialogue with all national stakeholders.
The specific objectives of the program are:
1.Supporting the development and implementation of robust national health policies, strategies and plans.
2.Strengthening the capacity of national stakeholders for an effective structured health policy dialogue.
3.Increasing stakeholder support (both international and national) to result-oriented NHPSP.
4.Promoting a policy agenda of universal coverage, people-centred primary care and health in all policies.
Description of duties:
Purpose of the post:
To support the health system development in Tunisia and the implementation of the European Union (EU)/WHO project on « Supporting policy dialogue on national health policies, strategies and plans in Tunisia » by providing technical assistance and facilitation of the process of formulation of national health sector strategies as well as some managerial, monitoring and evaluation aspects of the project.
Organizational Context:
Under the direct supervision of the WHO Representative in Tunisia and overall guidance of Director, Health Systems and Services Development (DHS), the incumbent will provide technical assistance to the Ministry of Public Health (MoPH) in health systems strengthening activities and facilitate collaboration with other government agencies, civil society, the private sector and technical partner agencies in the context of the EU/WHO project on « Supporting policy dialogue on national health policies, strategies and plans in Tunisia ».
Summary of Assigned Duties :
- Assist the WHO Country Office (WCO) in coordinating the health system initiatives and developing new strategies with the Ministry of Public Health, other UN agencies and various organizations in the country.
- Collect, compile and analyse information related to health system activities and produce regular reports.
- Assist in organizing in-service training activities on health systems for various categories of health professionals.
- Provide technical and administrative support to the implementation of the « Supporting policy dialogue on national health policies, strategies and plans in Tunisia » project including the support to the work of the thematic groups and other experts’ groups; organization of seminars and conferences, development of the national health sector plans and strategies.
- Assist in the implementation of other WCO Health System Strengthening collaborating activities.
- Draft project reports and other project documentation; prepare regular updates on project progress.
- Participate in the planning, monitoring and the evaluation of WHO Collaborative activities related to the strengthening of the health system in Tunisia.
- Assist CO in assessing donor coordination and aid-effectiveness efforts in collaboration with development partners at national and sub-national level.
- Conduct other relevant analytical and operational work as requested by supervisors.
Required Qualifications:
Education:
Essential:
University degree in any health related field.
Desirable:
Post-graduate qualification in public health.

Functional Skills and Knowledge:
- Excellent skills in the assessment, monitoring, analysis and evaluation of the national health systems and the ability to produce innovative strategies and advocate their implementation.
- Proven interpersonal skills and ability to work effectively in a team.
- Demonstrated report writing and presentation skills.
-Proven ability to communicate effectively. Tact, discretion and ability to promote consensus.
- Sound knowledge of WHO mandate and goals in Health system.
Other Skills (e.g. IT):
Computer literacy. Excellent presentation skills
Experience:
Essential:
At least two years of experience in the Health Systems. Experience in developing and promoting collaborative partnerships.
Desirable:
Experience in management, planning and strategy development. Experience in UN organizations/ agencies, international institutions or NGOs.
Languages:
Excellent knowledge of French and Arabic. Knowledge of English and/or another WHO official language an asset.
